# Which countries are least exposed to disaster?

Singapore leads on inform risk (0–10) at 0.7 / 10; Estonia is last of the 15 shown at 1.9 / 10.

Every other ranking on this site answers what somewhere costs or whether you may stay. None of them answer what could go wrong. INFORM, published by the European Commission's Joint Research Centre, scores 191 countries on exposure to earthquakes, floods, cyclones, drought and conflict — and, separately, on whether the state could respond when one arrives.

That second half is usually the part that matters. Two countries can face identical hazards and have entirely different outcomes, and it is coping capacity rather than raw exposure that decides which.

This score is reported on its own and never folded into the cost or livability rankings. Someone comparing rent has not asked to have earthquake exposure quietly weighted into the answer, and a hidden weight makes a number impossible to check.

**How this is worked out:** INFORM Risk composite, 0–10, lower is safer. Built from hazard and exposure, vulnerability, and lack of coping capacity. Countries INFORM does not score are absent rather than shown as zero — zero is the safest possible value and would rank an unassessed country first. Estimates for comparison, not advice.
